The measures are being discussed at the Financial Services Commission (FSC) on Friday after trade had to be suspended on both main and secondary markets for the first time ever due to free fall in the indices of over 8 percent.
Outright ban on short sale is under review after curbs imposed from Wednesday failed to contain speculative foreign selling.
Effective from Wednesday, if a stock falls by more than 5 percent a day or whose short-selling turnover becomes three times of more than the previous 40-day period average, short sale on it is banned for 10 days.
With the curb, short selling briefly reduced to 668.6 billion won ($545.9 million) on Tuesday but started rising again to 793.1 billion won on the following day and record 1.085 trillion won ($886.8 million) on Thursday – 872.2 billion won on main Kospi and 213.2 billion won on junior Kosdaq – amid increased market volatility from the global coronavirus outbreak. It broke the previous record high of 1.081 trillion won in just three days.
On Friday, with unfazed foreign selling, the Kospi plunged more than 8 percent in the morning trading, triggering circuit breaker, 20-minute hiatus, at 10:44 a.m. for the first time since Sept. 12, 2001. Kosdaq went on to crash 13 percent despite circuit breaker, leaving just one option of closing the market for the day.
Foreign investors drove the selloff, with short selling of 753.1 billion won, jumping 78.6 percent against a day earlier and 26.9 percent from Monday. Short sale by institutions reached 323.7 billion won, down 41.7 percent from Wednesday, and individuals a mere 8.6 billion won, up 2.5 billion won.
Short selling is a legitimate trading, which seeks to profit by selling borrowed shares on speculation of stock declines and buying them back later at a lower price. It has often been blamed for fueling panicky selloff, raising the risk in the bear market and burning retail investors as it is usually led by foreigners and institutions.
Of the total short sale volume of 103.5 trillion won last year in Korea, 62.8 percent or 65 trillion won was made by foreigners, and 36.1 percent or 37.3 trillion won by institutions. Retailers made up only 1.1 percent or 1.1 trillion won.
The last time Korea issued a temporary ban on the speculative practice was during the 2008 financial meltdown and the 2011 European fiscal crisis.
Other options on the table are mobilizing the National Pension Fund to boost institutional buying to defend the market or reducing the daily stock price limits from current 30 percent.

[군포=파이낸셜뉴스 강근주 기자] 한대희 군포시장이 관내 중소기업인, 소상공인, 사회단체장 등과 잇따라 만나 코로나19 사태 지원책을 설명하고 코로나19 위기 극복을 위한 협조를 요청했다.
한대희 시장은 12일 시청사에서 김장곤 산본시장 상인회장 등 소상공인단체 대표와 간담회를 갖고 애로사항 등을 청취한 뒤 각종 대응방안과 지원책을 설명했다.
한대희 시장은 “코로나19가 확산돼 소상공인과 시장 상인의 어려움이 클 것”이라며 “하지만 시 차원의 다양한 지원방안을 강구하고 있는 만큼, 모두가 힘을 합치면 코로나19를 충분히 극복할 수 있다”고 격려했다.

이에 앞서 11일 한대희 시장은 김영길 주민자치협의회장 등 관내 36개 사회단체장과 간담회를 갖고 지역 방역활동과 공무원의 지역식당 이용 확대 조치 등을 설명했다.
이날 간담회에서 사회단체장들은 자체 방역에 필요한 분무기 등 지원을 요청했고, 한대희 시장은 “분무기가 필요한 시설에 대한 추가 지원을 검토하겠다”고 답했다.
한대희 시장은 이어 종교 집회 등 외부 모임이 자제될 수 있도록 사회단체들이 적극 협력해 달라고 요청했다.

10일에는 관내 중소기업단체장들과 만났다. 한대희 시장은 김권진 군포상공회의소 부회장 등 관내 중소기업단체장과 가진 간담회에서 중소기업육성자금 증액 등을 설명한 뒤 ”시와 기업이 협력하면 코로나19 사태를 조기에 이겨낼 수 있다“고 격려했다.
중소기업단체장들은 원자재 수급 곤란 등 기업 애로사항을 전하고 기업 차원에서 시행 중인 코로나19 대처방안 등을 설명했다.
한대희 시장이 관내 주요 단체장과 연쇄 모임을 가진 데는 코로나19 위기 극복을 위해선 시의 적극적인 대응과 함께 관내 구성원의 협조가 필수적이란 인식에 따른 것으로 풀이된다. 군포시 관계자는 “지역사회 구성원 간 단합이 무엇보다 중요한 시점이다. 시는 대응책을 설명하고 이에 대한 협조를 구하기 위해 간담회가 마련됐다”고 말했다.
